Account creation and eligibility to perform regulated work are different matters. A professional licence is not universally required simply to open an account. It may become necessary when you select a profession, sector or task for which a licence, registration or other verification is legally required. You may be able to complete initial registration while the relevant credential is pending, but you must not undertake work for which you lack the necessary authorisation.
